There are two new urgent challenges facing city and municipal governments: they now have to add climate change adaptation and contributions to mitigation to their policies, plans, regulatory frameworks and budgets. This is one of the key messages from the new assessment of the Intergovernmental Panel on Climate Change (IPCC).

The papers on climate change and disaster risk in this issue highlight the increased attention being given to action on the ground. The articles also include more attention to transformative adaptation and – not surprisingly – to political aspects of adaptation.
