The papers in this special issue are taken from a conference on contemporary citizenship after Charlie Hebdo, which was initially cancelled due to concerns about security, and then reinstated. The perpetuation of the state of emergency is one significant factor among many that have contributed to the rapidly shifting experience of contemporary French citizenship, of living and ‘belonging’ in France, following its targeting by terrorists.
